Empowerment Schools are not all the same

Over the last two years, the Empowerment Schools have been consistently characterized by the local media as being the lowest-performing District schools.

Since the inauguration of the Ackerman administration in 2008, 85 schools designated as Empowerment Schools have been treated to intensive interventions. When the 2009-2010 school year began, 11 more schools were added to this group. This was also the same year in which the McGraw Hill/SRA Corrective Reading and Math programs were put into place at the Empowerment Schools.

And what measures were used to determine this label of “low-performing”?

After viewing the 2008-2009 Pennsylvania System of School Assessment (PSSA) test scores of several of the Empowerment School cohort, it is clear that there are significant differences in the scoring ranges of their respective students. In fact, the evidence indicates that more than a few Empowerment Schools are not the failures they are made out to be. To illustrate this variability, I have provided a brief comparison of a few Empowerment Schools.

The performance indicators for Dr. Ethel Allen School, for example, appear to support its characterization as a school in need of improvement. Their 2008-2009 PSSA test results are significantly below both the District and state averages, with 18 percent of its third grade and 27 percent of its sixth grade scoring at proficient or advanced in reading.

This however is not the case in other Empowerment Schools. Arthur, Cramp, Fitzpatrick, L.P Hill, and Holmes, to name a few, are performing at considerably higher levels of achievement than the lowest achieving schools in the District. When looking at reading scores at L. P. Hill, a K-8 school, 70 percent of its third graders and 75 percent of its eighth graders scored proficient and advanced on the 2008-2009 PSSA reading test.

At Fitzpatrick, a K-8 school, 90 percent of its third graders and 91 percent of its eighth graders are reading at the proficient or advanced level. The reading score results at Cramp, which has a significant population of English Language learners, were also impressive, with over 50 percent of fourth, fifth, and sixth graders and 70 percent of third graders scoring at the proficient and advanced levels. These results were achieved before the implementation of the Corrective Reading and Math programs.

When making high-stakes intervention decisions fairness requires that each school in need of improvement be judged on its own merits and not on the basis of the group with which it is identified. Yet the across-the-board implementation of the controversial Corrective Reading and Math programs has been the prescribed remedy for all of the “empowered” schools. The implementation suggests an assumption on the part of central District administration that all of the children in these schools are the same. In fact, the student bodies of Empowerment Schools are far from homogeneous.

The performance information available on the School District’s site illustrates a wide range of differing student academic performance levels and abilities within and across the Empowerment Schools.  

As there is a great variation of student test scores, there are also significant variances in other performance indicators (i.e. student attendance, staff attendance, suspensions, serious incidents, poverty rate, size of special education populations, number of NCLB sub groups, etc.) for each of the schools that make up the Empowerment School cohort.

Dr. Ackerman has frequently stated that what we do in our schools should be done with the best interest of every child in mind. In order to do so, a school must determine the individual needs of the students that it serves and then provide differentiated instruction to meet those unique needs.  

The widespread implementation of Corrective Reading and Math in Empowerment Schools does not address the reality that all students’ instructional needs are not the same. If a school were truly “empowered”, it would not be required to institute lock step, scripted basic skills programs for all of its students. It would identify and implement evidenced-based instructional reform strategies that meet the needs of its own particular student body.

So true but wouldn't that require the superintendent and her staff at 440 to really analyze data and prescribe interventions that pertain to each individual school? isn't it so much easier to give everyone the same prescription (corrective reading and boring corrective math) that would mean that people would actually have to work for their income, like a colleague of mine just said to me, " I don't mind corrective reading, no lesson plans, and the script is right there even the student response question, which by the way are all low level questions) didn't we all that are educators learn that we can't do whole class lessons all day that we have to have time for small group instruction to meet children where they are, Oh yeah that went out the window with this superintendent. Or is that her new assistant will know how to analyze the data and really help schools make AYP or are the principals just taken out of their schools gonna do that????

Yes - it would require our :leadership" to know the status of each school individually. She would need to understand the population of each site and the teaching styles, abilities and drive for each site. My, she might actually have to visit each site and (oh,my) talk to people who are not afraid of her. Ooops, I forgot, she just promoted an assistant to interface with the 20 or so that need her attention, because she could not do that. Maybe he will have the time to come and meet these staffs, parents and students. We can all hope.

good post. the push back you get when you talk about school communities being empowered to do what's right for their students is that "when everyone was doing their own thing, there was no accountability and low achievement". To some degree, I remember this period - before a core curriculum when there was much more of an "anything goes" kind of mentality. So can we point to a district that does empower school communities to come up with the best solutions for its own students? In the main, I am afraid that takes better leadership and instruction than we have available to us. I'm not saying its impossible, but it would require an entirely different philosophy and approach than we have now. It seems as though the district has gone with the path of least resistance: we know we're stuck with a lot of difficult schools and dud principals, (and a by and large inexperienced teaching staff) so let's put something fail-safe in place. I am not trying to insult any of our school staff, but we have some serious losers in these buildings!!! By and large I think principals are a way bigger impediment to student success than teachers. But the fail-safe approach certainly doesn't account for the variety in our schools - which I agree putting a blanket label on them is absolutely not what we need. But according to their cost benefit analysis, which I'm sure they do, it's probably the best solution. We need a vision which counteracts this approach, we need proof that an alternative approach works. We need parents and students who are empowered.

We may have some duds as you called them in the system, but not nearly as many as these actions signify. Most teachers and principals are honestly here for the kids. Just like you only hear about bad cops, you only ever hear about the problems in education, too.
What scares me the most is the talent being chased away from our kids by these games Ackerman is playing. Our kids need more individualism, not more scripted lessons. Let's be real, not every child sitting in a desk in Philadelphia needs remediation. Actually only some do and they should get it. But others need more and they have the right to that, also.

I teach at one of the schools listed above that is performing at the top of the empowerment list. We have made AYP two years in a row, won the keystone award from the state, and may make it again this year for AYP. We are still empowerment despite all of this. We keep on asking what we need to do to get out of it and we can never get a straight answer. How can we be looked at as a Keystone School by the state and an empowerment school by the city?

That's the situation we are in, also. We got dropped onto the empowerment list with no warning later winter this year. We missed AYP once in several years and made it again this year. The criteria used is made up and invalid. No one elsse is watching, so Ackerman is getting away with this, for whatever reason she has. I cannot figure it out. Wish there was a rhyme or reason.
Very proud of my students, coworkers and parents, though.

Empowerment is just one step closer to being a Renaissance school. This is a part of the plan to give public schools to private providers, so that people can make a profit from public money. We are told to differentiate our instruction one minute, but then given scripted lessons the next. What does it take for a school to be taken off the empowerment list??? That is a good question.

Very interesting post F. I teach at a recently labeled Renaissance Alert/Empowerment school that is not listed in this post. We have made significant progress making AYP 3 of the past 4 years. We did miss our goal last year (which factored in our school being labeled.) According to our PSSA results for this year, we exceeded the targets which were set for us. Given our students success academically, as well as all of the progress we have made in other areas such as increasing student/teacher attendance, reducing suspensions and serious incidents, and using art, music, and positive behavior programs to foster a very strong school community, it is outrageous that our school is labeled as a "failing school." There has been very little explanation in the area of becoming "non-empowerment or non-Renaissance. It seems to me that if our staff and teachers were able to exceed our targets for this year, then we should no longer be on this list. Unfortunately, one predominant theory is that a school like ours will be an easy school to "turn around" and make it appear as though the turn around measures implemented by Ackerman and the district are the reasons for the improvement. In our case, it was not any measures implemented by Ackerman that helped our school. What helped our school was the collaborative work of a dedicated and talented staff under strong leadership from our administrative team. It was the dedication to a model of learning that includes critical thought, asking questions, learning about individual students, and giving students the supports that best fit their learning needs/styles. Our school is a prime example of what can happen when a staff/leadership team lays out goals, a plan to reach those goals, and takes the time to work hard to carry out the plan. Sadly, if nothing changes our school's wonderful story will not be told, but skewed to make it seem as though Ackerman's dangerous and damaging turn around measures are a positive change.

Sadly, this is a well known story to me. This could be my site. Our PSSA scores were amazing, and very much in line with the progress noted over the last several years. The growth on those scores were not the result of any one year - they were the product of years of collaboration, professional development that we steered to our needs and the needs of our students, kid watching and teamwork. The jump in our scores for those reaching proficient and advanced and the decrease in those scoring below basic both moved in the right direction, yet there is no acknowledgement from the district itself. Our kids, our parents, the whole staff have pulled together in ways you just cannot put easily into words, yet we get corrective reading and math instead of cheers. This year, we were dropped onto the empowerment list but most of our programs were left intact. September is looking very scary. And like you, Alex, I wonder wbout the reaons and motivations behind the scenes. Why were we reclassified? What will hapeen now that this year's scores are known? Is there any way off the target? Or, are we sunk?

As a parent, this is what I want for my children. This is the opposite of Ackerman's so-called reform model. Instead, teachers are to "deliver" a script which assumes all students are the same. There is no critical thought by the students nor teachers. Certainly, no one should ask questions - especially of the School District of Philadelphia!

You are right that too many schools are being "reformed" using teaching practices that are not beneficial for all students to develop a skill like critical thinking. The practices are not beneficial for teachers both new and veteran to learn and practice best teaching practices like guided reading, small group lessons, individual student projects, student lead discussion, and the list goes on and on. It is also not beneficial for parents to see their children missing out on the opportunities to be a part of a learning community, to grow as a person and thinker, and to develop strong relationships with other students, teachers, and staff. All that is the bitter part. But, the sweet part is that your voice can make a difference. Now, more than ever, we need parents to start speaking out on the issues that you pointed out in your reply. You are right, labeling as empowerment is a way to hand over public schools to private providers, ie. charter movement. see if schools are charter, the superintendent doesn't have to be bothered with helping to turn the school around. And from what I understand, even if schools make AYP they will be on the list for empowerment because the super wants to see if it is consisitent, and she doesn't want to pull the supports too soon, but what supports. An instructional specialist that spends all of their time on corrective reading???? only in Philadelphia could this happen. the SRC needs to wake up
